Fallout 2
This game starts under win95. It was originally made for : Nvidia Shield tablet.
The layout is the same like for Fallout 1, but modified for starting win95 image first.

How do I get those control buttons
You must import mgc file added in first post. Mgc file is exported mDosbox layout, it can be imported in full version.
How do I change the cursor in inventory so I can get information about items? The “change” button works everywhere, except in inventory and during trades. Is this only happening to me? 🙁

I have switched the keys in my layout and it is different from the one admin uploaded, but it worked much better for me. I added things like quick save & load, rest, full access to skilldex (and use it to set trade amount during bartering).
You should be able to just use the right mouse click to toggle for information.
